    which means everybody benefits then. Change is always a bit disconcerting but the private sector always does the heavy lifting in anything significant. P3’s are a change in financing and payback structure to more of a user funded system. Given that the ‘unspoken need’ behind most Streetsblog Denver articles is funding then this could be a boon to sidewalks, bike lanes etc by asking less of the taxpayers on larger projects.
