For the fourth time this year, a driver has killed a person walking in Denver. For the third time, the life was lost on Federal Boulevard.

There have been 10 crashes at 13th and Broadway since 2012, including a fatal hit-and-run. I checked out the new signal during morning rush hour, and it's clear that driver's couldn't care less about the new rule — never mind that it's meant to save lives.
