    Shailen Bhatt was appointed by Gov. Hickenlooper on Jan. 5, 2015. CDOT doesn’t have the budget to maintain or meet the needs of the 5 state districts and in fact could use another $billion per year. Hickenlooper has little or no influence for what CDOT’s budget is that I’m aware of. Trying to blame these two fine public servants is insane IMO.
